Clarion County officials have postponed plans for a $23,000 jail feasibility study and a housing agreement with Jefferson County as the ongoing state budget impasse forces the county to loan millions to maintain critical human services.

Commissioner Braxton White criticized state lawmakers for inaction, saying the county is being forced into debt to cover obligations the state has failed to meet.
