A Clearfield man, Arlo J. Barner, is facing felony charges for a home improvement scam after allegedly taking over $5,000 for contracting work he never completed.
Barner, 50, operating as “JNK Painters,” accepted $5,275 in July 2024 for projects on a rental property, a garage, and a home in Punxsutawney. According to police, he performed only minor work before abandoning the jobs by September. The victim documented the business with over 20 pages of text messages, receipts, and photos of checks. The police complaint states Barner repeatedly made excuses, promised refunds, and even impersonated his own brother to mislead the victim.
Charged with theft by deception, receiving stolen property, and fraud, Barner has a preliminary hearing scheduled for October 7.
